Sir:-
In the course of correspondence with Sir Robert Hart on the subject of postal arrangements he has called my attention to a draft agreement between the Postal Administrations of Hongkong and China, which was submitted to the Postmaster General at Hongkong in January of this year. A similar proposal was made early in 1900 and fell through.
Agreements with France and Japan have already been concluded and others are in contemplation, and Sir Robert Hart is now most anxious to arrive at some settlement with the Hongkong Postal Authorities, which he thinks would be useful to both the Chinese and British Post Offices.
I have accordingly addressed a despatch on the subject to His Majesty's Principal Secretary of State for Foreign Affairs but before proceeding any further
